Stop-work  orders in the Palestinian village of Hijjeh

 

Violation: stop-work orders on different structures

Date:05/11/2014

Location: Hijjeh village/ Qalqiliya governorate

Perpetrators: the Planning Committee of Israel Civil Administration

Victims: 7 families from the village

Details:

Within the rabid  campaign carried out against the Palestinian building movement, the so-called Planning Committee relative to Israel Civil Administration served on Wednesday November 05, 2014 stop-work orders on  residential and agricultural structures under the pretext of unlicensed construction within area classified C according to Oslo Accords. Noteworthy, the orders were delivered to seven families from the village.

According to the military order, the occupation gave the structures' owners a deadline of 20 days to complete all licensing procedures. This comes in time with the Planning Committee session in the court of Beit El to consider the status of the notified structures.

It should be marked that the number of notified structures in the area since 2004 reached 60 one, of which 10 were demolished. Not only that , many agricultural facilities were dismantled by their owners at times of being notified with demolition since 2000. (source the village council)

It should be also mentioned that the village of Hijjeh suffer from the lack of built-up area to expand within the master plan which is only 377. Noteworthy, the occupation refused making any changes on the master plan, which leaves villagers with insufficient area to expand in synchronization with population growth. Residents were forced to build annex units over their parents' houses, which are located within area classified C according to Oslo Accords. It should be marked that area C is under the military and administrative control of Israel despite that lands are owned by Palestinians.

On March 17, 2014, the Israeli authorities enforced closure on a road linking Hijjeh with the bypass road no.55 by setting up dirt walls. About Hijjeh:

It is located to the east of Qalqiliya governorate and is split through by the bypass road no.55. The village's total land area is 11,718 dunums of which 377 dunums are built-up area. Hejjeh populates 2148 people who mainly depend on farming and agriculture in addition to working within areas of the  armistice line of 1949.(source: Geographic Information System- Land Research Center ).
