Thursday, January 23rd 2020, the Israeli occupation authorities issued halt of work notices on citizens’ houses and a water cistern in Birin village south Bein Na’im in Hebron , on the pretext of building without licenses in “C” area according to Oslo accords.
Birin village council head “Farid Burqan” told LRC :
“A vehicle from the building and organization department in the “civil administration” accompanied by an army patrol raided the village; the inspection officer wrote the notice and hanged it on citizens’ homes, and on the village council buildings , and took pictures of them before withdrawing.”

The Occupation also served notice (00443) that targets the village council building , which has an area of (50 m2) and built since 2018, the targeted buildings are built of bricks and steal sheets , a European human rights organization gave them for citizens of Birin village , to strengthen their steadfastness in the threatened lands.
The notices issued by the civil administration- high organization council – the inspection subcommittee said that the buildings were built without licenses , and ordered the citizens to immediately stop working on or using the structures and set (February 17th 2020) as the date of the subcommittee session in Beit El military court to decide the fate of the structures.
The occupation authorities said that the owners may apply for licenses before the appointed session, but licenses applications are usually refused by the occupation authorities, the next step after refusing to provide licenses is issuing a final demolition order and giving the owners only (3-7) days to demolish their own structures and in case they breached the dead line, the occupation authorities will implement the operation and make them pay for all the costs of the demolition.
The occupation authorities claim that in such military order they refer to the Jordanian cities ,villages and buildings organization law , which was valid back in 1966, but in fact the occupation authorities in 1971 issued military order (418) for cities ,villages and buildings organization, and started dealing with construction in C area in accordance to this law, they also prohibited Palestinians from filing pleas to the occupation’s supreme court, so now Palestinians are trapped between the devil and the deep blue sea.
Birin hamlet:
It is located to the southwest of Bani Na’im village and is inhabited by 300 people. The hamlet is edged by Bani Haiver colony from the east and the bypass road no. 60 from the west. Residents of the area were expelled from Negev area and now depend on agriculture and livestock husbandry as main sources of income. The hamlet accommodates one only primary school (1st- 7th grades). Birin (two water wells) was named after two water wells founded in the area.
