“Israel Hayom” December 14 /2018: Ministerial committee for legalization will discuss “regulation Law 2” that is meant to legalize the illegal settlement construction on private Palestinian lands in west bank.
Knesset member Bezalel Smotrich from The Jewish Home rightist Israeli political party proposed the “market regulation”.
The Israeli cabinet decided in may 2017 to form a staff to study the possibility of legalizing outpost with budget of 3 million $ annually for 3 years.
“Israel Hayom” published the names of 64 outposts nominated for legalization (17) in Nablus governorate, (11) in Ramallah and Al-Bireh, (9) in Hebron, (5) in Salfit, (5) in Bethlehem and others in Jerusalem, Qalqilya and Jenin.
Hereinafter outposts to be legalized in Hebron:
- Avegail: an illegal outpost in Yatta close to Al-Mufqara village, Avegail was established in 2001 by number of IOF soldiers after they were demobilized, the outpost is close to “Sosia” and “Maon”.
- Havat Talia: An agricultural illegal outpost east Yatta, Havat Talia over views Palestinian communities of Masfaer Yatta.
- Havat Mor :an agricultural illegal outpost east Ad-Daherieh, it is built on grabbed Palestinian lands close to Wadi Semsem and Zanota hamlet.
- Mizpe Lakhesh: an illegal outpost built on grabbed lands from Dura town and over views Beit Awwa from the east, Mizpe Lakhesh is close to “Negehot” illegal settlement.
- Aseaiel: an illegal outpost in As- Samou’ , Aseaiel was established in 2002 , and lies close to “Shama’a” illegal settlement and (Ar-Ratheem , Ghuwain, Wadi Al-Amayir ) Palestinian communities .
- Bani Cedam: An illegal outpost east Sa’ir established in 2000.
- Tzum Shalom : An illegal outpost north Halhul established in 2001 close to “Karmei Zur” illegal settlement.
- Sosiya North: an illegal outpost south Yatta close to the Palestinian outpost “Sosiya” and the illegal Israeli settlement also named “Sosiya”.
- Havat Maon: An illegal outpost established in 1981 close to Khirbet Maen and At-Tawani town.
“Israel Hayom” pointed out that the process will take two years to legalize the outposts, provide them with municipal services and public buildings and connect them with water and electricity networks.

The con-stringing policy by the Israeli occupation authorities of confiscating Palestinian lands in order to build illegal random outposts and settlements can only be regarded as a violation of all international conventions and agreements like:

Security council resolution 446 year 1979: Determines that the policy and practices of Israel in establishing settlements in the Palestinian and other Arab territories occupied since 1967 have no legal validity and constitute a serious obstruction to achieving a comprehensive, just and lasting peace in the Middle East;
Security council resolution 452 year 1979: the resolution once again denounced Israel’s settlement activities in territories occupied in 1976 including (East) Jerusalem, this activity constituting a violation of the Fourth Geneva convention, and called on Israel to cease planning and construction of settlements
Security council resolution 465 year 1980: calls to dismantle the existing settlements and in particular to cease, on an urgent basis, the establishment, construction and planning of settlements in the Arab territories occupied since 1967, including Jerusalem; Calls upon all States not to provide Israel with any assistance to be used specifically in connection with settlements in the occupied territories;
Security council resolution 478 year 1980: Censures in the strongest terms the enactment by Israel of the “basic law” on Jerusalem and the refusal to comply with relevant Security Council resolutions,Those States that have established diplomatic missions at Jerusalem to withdraw such missions from the Holy City.
