- Violation date: 03/07/2022.
- Location: Arab Zuwaidin – Yatta Badia/ Hebron Governorate.
- The aggressor: the so-called civil administration of the occupation.
- Affected party: Citizens Ahmed and Mohammed Al-Kaabneh.
- The details:
On Sunday, July 3, 2022, the Israeli occupation authorities issued two orders to stop work and construction in two houses in the Zuwaidin area (Eastern Yatta Badia), under the pretext that they were built without a license.
The citizens reported to the field research team at the Land Research Center: that a vehicle belonging to the so-called Department of Planning and Building in the Israeli Civil Administration raided the area and headed to the areas of “Al-Khuraa” and “Al-Abadiyah”. The so-called building inspector wrote the notifications and stuck them on the targeted buildings and took pictures before leaving the site.
The notifications came under the title “Notice to stop work – construction”, and demanded the citizens to immediately stop the construction work under the pretext of starting it without a permit (building license). The notifications also set the date (7/26/2022) as a date for a session of the so-called Inspection Subcommittee which will hold its session at its headquarters in the settlement of “Beit El”, and will discuss what it called “the demolition of the building and/or the return of the place to its previous state”.
The orders have targeted the following homes:
1- Al-Abadiyah area: Ahmed Nayef Ali Al-Kaabneh received the work stop notification No. (41186), which targets his house, built since 2019, of bricks and reinforced concrete, with an area of (120 m²), and inhabited by the citizen’s family consisting of (10 members – including 8 children – and 4 females).

2- Al-Khura’a area: The citizen, Muhammad Khalil Yousef Al-Kaabneh, received the work stop notification No. (41187), which targets his house, which is still in the construction phase (parts of stone and unroofed), with an area of (150 m²), and it is scheduled to be inhabited by a family of (10 Individuals – including 8 children – and 5 females).
The family of Mohammed al-Kaabneh resides in a tin house (a metal barracks), which does not protect them from the summer heat or the winter cold. The head of the family started building a house for his family in the hope of moving to it and leaving the tin house, but the occupation authorities quickly issued an order to stop work in it.

It should be noted here that the Al-Khura’a area is one of the population centers in the eastern Yatta Badia (Arab Al-Zuwaidin), as well as the Al-Abadba area, where about (150 people) of the Al-Zuwaidin family reside, who work in raising livestock and cultivating land.
The occupation authorities classified these areas as military training areas for their army and named them (Firing Zone No. 917). The occupation also has carried out demolitions of homes and agricultural facilities in locations which are close to these two areas.
