The Israeli Occupation Authorities published an announcement in Al Quds daily on November 23, 2012 regarding the confiscation of lands in parcels 2 and 3 of Bir Zeit lands. According to the order, signed by Muti Almoz, head of the so-called Civil Administration, gave the owners a period of 21 days to object to the orders. The order said that the purpose of the confiscation is the expansion and development of infrastructure in Atara checkpoint which clearly shows that these checkpoints are permanent and are there to put facts onto the ground.

It must be noted that the Israeli Occupation Army had embarked on the enlargement and development of a number of other checkpoints all around the West Bank lately. Atara is a checkpoint separating Ramallah city from the villages to the north; it was placed in 2000 and was intended to detach Ramallah from the northern villages. It has been a venue of a number of incidents where people were killed, abused, humiliated, or detained for hours, that included the sick and elderly and a number of pregnant women.
