Violation: serving stop work orders on a residence and an agricultural road

On September 8th 2014, the so-called Planning Committee of the Civil Administration served a stop work order on an under construction house owned by Ahmad 'Abeih. The residence is located in the eastern side of the village; in the area known as al-Nasbih. The order came under the pretext of unlicensed construction within area classified C according to Oslo Accords.
According to the military order, the occupation gave the owner a deadline until 22/09/2014 to complete all licensing procedures. This comes in time with the session of the Planning Committee in Beit El court.
It should be marked that around 47% of the village residents have their houses built in area classified C because the built-up area of the village doesn’t exceed 1000 dunum, which is not enough to accumulate more people in the area. Those residents fear to end up having their structures demolished as happened with others before; so they will suffer and become homeless.
Notifying an agricultural road with stop work:
In it is indicated within the same context that the Planning Committee served the village council of Yasuf a stop work order on an agricultural road of 480m in length that is located in the area known as al-karm al-Sharqi under the pretext of unlicensed construction within area classified C according to Oslo Accords. The occupation gave the council a deadline until 22/09/2014 to complete all licensing procedures.
The chairman of Yasuf village council Hafith 'Abeih (62) asserted that the notified road was opened for the sake of serving 120 agricultural dunum relative to the village and other houses in the nearby. The road cost reached around 35,000 dollar. The following table shows information about the notified structures :

Yasuf:
It is 16km south of Nablus. Yasuf is surrounded by Huwara and Jamma'in (north), Marda (west), Yatma (east), and Iskaka (south). Yasuf is inhabited by 2090 people (according to 2013 projections). It has a total area of 6037 dunums, 330 of which are built-up area of the village.
The Israeli occupation confiscated 814 dunums for these two colonies: Kfar Tapuah colony which was built on Yasuf lands in 1978. The colony is inhabited by 523 colonists and Rachelim- Shvut that was built in 1991 and devoured 10 dunums. Besides, the bypass road number 508 confiscated more than 155 dunums of the village lands.
According to Oslo Accords, only 1427 dunums of Yasuf lands are under Area B (PA is in charge of civil matters with Israel responsible for security) while most of Yasuf is under Area C (Israel maintains full security and administrative control). About of 4609 dunums of Yasuf is in area C.
