On November 17th, 2008 the Israeli so-called “Civil Administration” in Qalqilia governorate issued 6 Stop Work orders against housing units in the village of Haris under the pretext of being built in Area C without permit. That is despite the fact that one of the targeted houses is located only 10 meters away from the village’s Master Plan.
The Civil Administration gave house owners only until the 11th of January, 2009 to work on getting the needed permit issued. The targeted houses and their relevant information are listed in the following table:

As such, the ghost of homelessness is haunting 6 Palestinian families and its 60 members most of which are children. The orders are also shattering the dream of Mr. Mo’ayyad Sultan to get married and move into his own home in the near future. The targeted families currently live in fear of what the future holds for them in light of these orders. It is worth noting that all of the targeted houses were built between 2005 and 2008 and that they were not issued Stop Work orders before.
The Village of Haris:
The population of the village is about 2,967. The total area of the village is 8500 dunums of which 331 dunums are its built-up area. The colony of Burqan confiscated 1361 of the villages’ lands while an additional 78 dunums were confiscated for the benefit of the By-Pass Road 505. Moreover, about 300 dunums of the villages’ lands were isolated behind the Racist Isolation Wall.
According to the Haris Village Council, since the beginning of the current Intifada the village has received 14 such orders and 2 houses were actually demolished for being built in Area C without permits. Given that 90% of the villages’ houses are outside of the built-up area, the threat of demolition in the village is real and omni-present.
