A house and agricultural facilities demolished in Birin and Al-Samou’ , south Hebron

Violation details:

On Tuesday, October 27th 2020, the Israeli occupation authorities demolished a house and agricultural facilities that belong to citizens from the villages of Birin, south Hebron, and Al-Samiya, west of the town of Al-Samou, under the pretext of building without a license.

First: demolishing a house in the village of Birin:

About 8:00 am, a force from the occupation army, accompanied by the so-called Planning and Building department of the Israeli Civil Administration, raided the village accompanied by a Volvo bulldozer and a number of workers. They arrived at a place called “Khallet Al-Kamoun”  to the west of the village, and  The bulldozer placed road  blocks against  the road leading to the house of citizen Bilal al-Ajlouni.

At the moment they got to the house , workers accompanying the Occupation Authorities emptied the house , and leveled it with the bulldozers.

The targeted house is 70m2 , it  was built of bricks and has a steel sheets roof, the house was built at the beginning of 2020, and was a home for a family of 5, including (3) children.

In August 24th 2020, The Occupation authorities served a notice entitled “Demolition and Removal of a new building” , in reference to military order 1797 of 2018 , and Numbered  (10316).

Second: Demolishing an agricultural facility in As-Simiya:

After the occupation authorities completed  the demolition of the Ajlouni’s house, they moved to the village of Al-Samiya, built to the west of the town of Al-Samou, south Hebron, and targeted agricultural facilities belong to Mr. Jamal Al-Rawashdeh, as follows:

  • Seeds’ nursery: It was built in February 2020 of metal poles and brackets fixed on a concrete floor, and covered with Plastic sheets, with an area of ​​100 m2. It was used to produce seedlings , and made a source of income for the citizen’s family of 5 among them 3 children. The workers accompanying the occupation authorities removed the “seedlings” from the nursery and threw them into the open, and then the bulldozer demolished the whole structure.
  • Poultry breeding pen: next to the above mentioned destroyed facility was a barn built of steel sheets on a concrete floor in May 2020, with an area of ​​80 m2 also destroyed. The pen was used for raising  poultry, rabbits, and horses. The workers accompanying the occupation authorities entered the facility and released all the animals   prior to the demolition of the facility.

Speaking to LRC field researcher, Mr. Al-Rawashda said that the occupation authorities had issued on 18/10/2020 a notice entitled “Demolition and removal of a new building,” , Al-Rawashda got the help of  a legal aid institution to object to the notice and cancel the demolition, but the occupation authorities rejected the objection and implemented the demolition order.

According to the military order, “new structures” are those identified by an Israeli ” Civil” Administration (ICA) inspector as having been built within the previous six months, or inhabited for less than 30 days prior to the removal notice. The only way to prevent the demolition is to produce a valid building permit or provide evidence that the targeted structure is not “new” within the meaning of the order.
