Closure of a main road that links Jayyous and An-Nabi Elyas / East Qalqilya

Description:

In the afternoon hours of Wednesday in August, the Israeli occupation army closed the main road that links An-Nabi Elyas and Jayyous villages in earth mounds , under security claims.

The targeted road was paved on 4 km in place of the apartheid wall that was dismantled in 2013.

Ma’zouz Al-Qadumi from Jayyous village told LRC:

“The targeted road was a ray for hope for farmers of the area to reuse their lands and facilitate access of agricultural machineries after it was impossible. After the road was paved , agricultural development in 1000 dunums on the area. On the other hand, the road saved time and effort for travelers from Jayyous heading to Qalqilya city through An-Nabi Elyas village, the alternative road in 10 km longer.”

An-Nabi Elyas village council head Issam Hanoun told LRC:

“Closing the main road limited trade in the village, An-Nabi Elyas village was a stop for travelers and a vital area for traders, the closure was at the beginning through a metal gate, that was followed by massive stones , and later be earth mounds.”

Hanoun considers the closure a collective punishment that affects thousands of people who use the new road to save time and many when travelling to Qalqilya.

Dr.Fathi ‘Inaya , an instructor in Palestine Technical University in Tulkarim told LRC : “The closure caused suffering for instructors and students who travel from Qalqilya and the southern villages to Tulkarim , the closed road was shorter , and was preventing students from passing on checkpoints such as ‘Azzoun northern gate, under the bridge  and ‘Izbet At-Tabeeb entrance checkpoints, but now they have to go through the struggle on check points everyday as they come to school.”

International conventions and agreements related to freedom of movement:

Article 3 of the Universal Declaration provides that “everyone has the right to life, liberty and security of person.” 

Article 5:

No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.

article 9 that “no one shall be subjected to arbitrary arrest, detention or exile”

Article 13: Right to freedom of movement

  1. Everyone has the right to freedom of movement and residence within the borders of each State.
  2. Everyone has the right to leave any country, including his own, and to return to his country.
