The Israeli Occupation is to confiscate 2641 dunums from Hebron

Details:

The Israeli occupation authorities, through the responsible of abandoned and state properties in the areas of Judea and Samaria , issued  on December 23, 2015 a military order stating the confiscation of vast area of lands from Ad-Dhahiriya town, south Hebron city on the claim of the lands being "State Lands".

According to the order, the so-called Blue Line staff from Israel Civil Administration  examined the targeted lands in 2015 and stated that whoever finds herhimself affected should see the chairman of Israel Civil Administration in the area of Judea and Samaria. It should be marked that the lands belong to the following families from Ad-Dhahiriya (Jabarin, Abu Allan, Makharza, At-Til, Khdeirat and Al-Battat).

The order was delivered to Ad-Dhahiriya municipality on January 09, 2016 and detailed the targeted areas as follows:

  1. The locations of (Wad Al-Ghamari and Wad Abu Njeim) that are founded within the natural block number 3 and the location of Wad Al-Khalil that is founded within the natural block number 4.

It should be marked that the attached maps showed that the occupation excluded an area of 188 dunums and added an area of 297 dunums to a total area of 2440 dunums that was declared as a state lands during the eighties. This is to say that the occupation declared a total area of 2549 dunums as state lands. Noteworthy, the residential community of Khirbet Deir Sa'ida  is founded within the confiscated lands and the colonies of Tene and Shim'a  founded in the nearby.

  1. The location of Khirbet Zanuta that is founded within the natural block number 3:

The Israeli occupation authorities have previously declared 90 dunums as state lands and is now excluding 29 dunums and adding 31 others to have a total area of 92 dunums confiscated in this area.

All in all, the occupation has confiscated a total of 2641 dunums from Ad-Dhahiriya town on the claim of them being state lands.

It should be marked that the Blue Line staff of Israel Civil Administration has the task of declaring Palestinian lands as Israeli State Lands to be later taken over and annexed to colonies in the nearby. In this case, the confiscated lands in the first location will be eventually annexed to Tene colony, which is only 1km away from the targeted lands. As for the second location, the lands will be given for Shim'a colony that is only 50 meters from the targeted lands. Noteworthy, such lands will undergo colonial expansionist plans to accommodate more residential units and new immigrants.

It should also be marked that the Israeli occupation authorities will ban construction, rehabilitation and agricultural activities in the recently declared as state lands areas. This is to say that Palestinian owners of the lands will be denied the right to access and use their lands.

 Some International conventions and Humanitarian laws pertaining to attacks on land and natural resources are:

  •  Article 17 of the Universal Declaration of Human Rights states:
  • Everyone has the right to own property alone as well as in association with others.
  • No one shall be arbitrarily deprived of his property.

Article 1 of the International Covenant on Civil and Political Rights States:

"All peoples may, for their own ends, freely dispose of their natural wealth and resources without prejudice to any obligations arising out of international economic co-operation, based upon the principle of mutual benefit, and international law. In no case may a people be deprived of its own means of subsistence."
