Dr. Faisal Omar, one of the harmed citizens, told an LRC observer that his house was licensed by the Municipality of Tulkarm as his house is located in area "B" according to Oslo. He was shocked to receive a military order from the Israeli occupation demanding him to stop building for not having a license in area "C" according to Oslo. Many Palestinians are like Faisal who do not know whether their houses are located in area B or C. These divisions cause confusion and worry to Palestinian citizens.

Shuwaika is located in the north of Tulkarm and follows it administratively. The Apartheid Wall has devoured vast areas of Shuwaika.
