The owner pointed that a shepherd found the order placed on the cistern. He headed to the legal Department in Hebron Governorate to inform them of the situation and seek their assistance. He submitted a construction license application in an attempt to save the cisterns. The owner said that the cistern was a gift from the Palestinian Ministry of Agriculture and was used to supply a 7-dunum olive groove with water.
