Confiscating 31 Dunums of Land in Beit Ummar and Halhul
The Israeli Occupation Authorities issued a military order confiscating 31.69 dunums of Palestinian lands in the towns of Beit Ummar and Halhul, northern Hebron. A military order numbered (T/69/05), entitled ‘order of laying control, extension, and borders modification’, and signed by Avi Mizrahi was issued on September 20, 2011..

According to the order, the purpose is ‘placing security vehicles for Karmi Zur’. The Municipalities of Halhul and Beit Ummar were served copies of the order as well as aerial photographs showing a dirt road surrounding the colony. Under the title, initialization, the order said:’ the order is considered valid from the date it was signed till December 31, 2013. The target lands, apparently, includes an unpaved road surrounding the colony.
 
Beit Ummar Municipality Public Relations Departments quoted a statement of the Popular Resistance Committees stating that the marked lands in the order are 3 dunums in area, besides, the lands were confiscated in 2005. According to the PRC, the owners of the lands filed an objection case in the Israeli Courts; however, the case is still roaming the Israeli Courts in vain.
 
The Israelis are trying to ‘legitimize’ the confiscation of the lands that have already been fenced and used for the road. Beit Ummar and Halhul Municipalities analysis of the vague order came out with the conclusion that the Israeli Occupation Authorities intend to widen and pave the road. Threatened lands: The order stated that the following lands are to be overtaken:
1.     Beit Ummar: Fiscali Parcel 2, Shi’b Omar, Dhahr Hamad, Wadi al Amir, Fiscali parcel 3, and Shi’b Qandul.
2.     Halhul: Fiscali parcel 8, Shi’b al Hadji.
The Land Research Center views this abrupt plan which concise taking over fertile Palestinian agricultural lands without giving them the right to object as a clear violation of article 17 of the Universal Declaration of Human Rights stating :’ Everyone has the right to own property alone as well as in association with others. No one shall be arbitrarily deprived of his property.’
