Violation: The issuing of 7 Stop work orders
Date: September 20th, 2010.
Location: The village of Kuft Thulth in the Governorate of Qalqilia.

Details:
On Monday morning September 20th, 2010, the so-called Israeli “Civil” Administration delivered 7 Stop work orders against Palestinian structures to its 6 owners in the said village. The Orders were issued under the pretext that the targeted structures were built without an Israeli permit needed due to their presence in Area C. The threatened structures are located in the western and southern side of the town in an area known as Khallet Al Tashteish which is only 50 meters away from the boundaries of the town’s Master Plan.

The following table provides detailed information regarding the targeted structures:

The occupation forces gave a time period until the 15th of October, 2010, for the owners of the structures to file with the “Civil” Administration to be issued the needed permits.

The recent Stop Work Orders have increased the number of threatened structures in the village to more than 20 in the last two years.
In terms of the village’s Master Plan, it only covers 1200 dunums of the village’s 16,000 dunums. This fact has driven most of the residents of the village (pop.: 5,000) to build outside the limits of the Master Plan into areas classified as Area C. The building was done in an effort to meet the natural growth needs of the Palestinian population in the village. This fact has given the occupation authorities the pretext it needs to issue the said Orders.

Kufr Thulth:
The village is located 12 kilometers southeast of the city of Qalqilia and about 6 kilometers away from the Green Line. The lands of the village stretch between the village of Azzoun in the north, the village of Siniria in the south, the Green Line in the west and Deir Istiya in the east. Due to its large geographical space, the village is considered to be the mother village for the following villages and khirbets; Ras Attiya, Ras Al Tiora, Izbat Jal’oud, Izbat Al Sheikh Ahmad, Izbat Salman, Izbat Al Ashqar, Al Mudwar, Al Daia’a in addition to Wadi Al Rasha.

The total area of the village is estimated to be 24,000 dunums, around 20% of which was lost during Al Nakba of 1948. Two Israeli colonies were established on the lands of the village; Kharashiem which was built on the lands of Khirbet Khreish and the colony of Teriet which was established atop lands of a location known as Ahrash Al Zafour.
