The so-called Planning and Construction Committee- Israel Civil Administration issued on January 31, 2017 stop-work orders targeting under construction residences on the claim "unlicensed construction" within area classified "C" according to Oslo Accords.
It should be note that construction works of the three story house( 244m2) started in summer of 2016. Until now, the residence is still under construction.
According to the military order number 201939, the affected people were given a deadline until February 2017 to complete all licensing procedures. This comes in time with the hearing session of Planning and Construction Committee- Israel Civil Administration in the Israeli court of Beit El colony to consider the status of the notifies structures. The targeted house is reported owned by citizen Mithqal Fuqha, who is the head of a six member family including one child.
The chairman of Kardala village council, Ghassan Fuqha, told Land Research Center the following: " The number of residential and agricultural structures notified of stop-work or demolition totaled 17 facilities until 2010"
He also said: " Kardala is considered one of the residential communities founded alongside the Palestinian Jordan Valley. The occupation government doesn’t recognize Kardala as a community and aims at displacing the area from its indigenous inhabitants.

Stop-work order on irrigation network:
In the same day, Israeli Occupation Forces delivered a stop-work order for farmers of Kardala. The order targeted a 1000 meter water pipeline (6 inches) that feed 100 dunums of agricultural lands planted with 500 saplings of almonds and protected corps. Noteworthy, the pipeline moves water from a water tower that is threatened of demolition by the occupation.
It should be noted that the pipeline project was implemented by Palestine Hydrology Group where the reclamation on the fed 100 dunum lands was funded by USAID. The project benefits twelve agricultural families (83 members including 36 children)
According to the order number 201938 targeting the land and pipeline, the affected owners were given a deadline until February 2017 to complete all licensing procedures concerning the notified structures. This date comes in time with the hearing session of Planning and Construction Committee- Israel Civil Administration in the court of Beit El colony to consider the status of the notified structures.
