Violation: notifying a residence with stop work and another with demolition

On September 9th 2014, the authorities of the occupation served a stop work order on a house owned by Sayel Atawana under the pretext of unlicensed construction and gave citizen Ahmad Herbawi a 72 hours deadline to object the demolition order served on his water well and a house floor.
The stop work order:
Citizen Sayel Atawna found an stop work order shoved under a rock next to his house, which is located at the entrance of Beit Kahil village. The stop work order no. 161160 was issued by the Civil Administration of the Israeli occupation.

The order mentioned that the structure is unlicensed and called on the Atawana to immediately stop work on it. November 2d 2014 was set as the session of the Inspection Sub-Committee in Beit El court to consider the status of the structure.
Construction of Atawana's house started in 2014; the house consists of three floors( 250m2 for each) and is still under construction. Built of rocks and cement, the residence is expected to be inhabited by the citizen's family (3 members and one minor).
The demolition order:
Citizen Ahmad Herbawi found an "additional opportunity to object demolition" order, which was served on a water well and a house floor that is still under construction and is located in the area of Wadi al-Quf. Noteworthy, Ahamd bought a piece of land on which the aforementioned structures were already there.
The order mentioned that the authorities of the occupation served on June 12th 2008 a final stop work order on those two structures and that is why they are giving Herbawi another chance to object.
