Stop-work and construction orders in the Hebron village of al-Kum

Details:

 The Israeli occupation authorities on May 26, 2015 served stop-work and construction orders on a power grid and a water cistern in the area of al-Kum, west Hebron governorate.

Citizen Ismael Rojub(48) said that a vehicle relative to the Civil Administration accompanied by an army patrol raided the western part of the village and delivered the orders on the structures.

The military orders came as follows:

  1. A stop-work order on a power grid:

Israel Civil Administration delivered a stop-work order on the power grid that provides the western part of the village with electricity. The order mentioned that the grid was established without a building permit and compelled a full halt of construction. June 22, 2015 was set as the hearing session for Inspection Sub-Committee in the Israeli court of Beit El to consider the status of the notified structure.

It should be marked that the grid is of 800m in length and was established in 2013; the implementation of the grid was through the municipality of al-Yasiriya, which administrates a number of villages namely (al-Kum, Beit Awwa, and Deir Samit)

 Noteworthy, the grid serves two barracks for sheep and cows and 7 residences, of which 3 are still under construction and notified with stop-work and construction. Residents of the area sought help from the municipality of al-Yasiriya to object the order in Israeli courts.

  1. A stop-work order on a water cistern:

The Israeli occupation authorities served a final stop-work and construction order on a water cistern owned by Citizen Ahmad Rojub. The order compelled a halt of construction and the demolition of what has been built so far within a seven day deadline. If not carried out, the Israeli occupation will demolish the structure and all costs will be billed to the owner.

Noteworthy, the Israeli occupation authorities on March 23, 2015 served stop-work and construction order on Rojub’s cistern; the citizen ,by that time, sought help from Saint Yves association to object the order and apply for a building license. Unsurprisingly, the Israeli occupation authorities did not grant the citizen the so-called Land Registration Form to complete his licensing file. This delay caused the citizen to lose the chance to stand before the court with all needed documents in the hearing session that was appointed on April 15, 2015 in the colony of Beit EL.

  Rojub said that he will try another time to issue a Land Registration Form to complete his licensing file. It should be marked that Rojub’s cistern was established in 2015 with a total volume of 500m3. The cistern that is still under construction was supposed to serve 7 agricultural dunums, which Rojub planned to establish green houses on.
