On 31/07/2013, the Israeli occupation authorities directed 4 stop-work- and- construction orders for 2 houses and 3 water cisterns owned by a citizen named Maihan Rojoub and his children in Al-Kawm village , west of Hebron. Al-Rjoub stated to an LRC observer that he saw one of the Civil Administration’s cars accompanying a car of the Israeli occupation army slinked in to the west of the village where they left the orders and took pictures before leaving. Al-Rjoub said that he found the orders under a stone. The orders stated that the structures were unlicensed and demanded immediate halt in the construction work and set 21/08/2013 as the date for holding a meeting for "Inspection Subcommittee" to decide whether to "demolish the structures or return them to their previous state."

Al-Rjoub prepared an objection letter and the license papers to protest against the order. The three cisterns were offered by the Agricultural Relief a year ago. They were full of water to irrigate 14 dunums of land planted with olive trees. One of Al-Rjoub’s married sons was planning to live in the-now- threatened house while another wanted to get married and live in the other, also threatened, house.
