The Sixth Intermediary Report for the Monitoring Israeli Colonizing Activities Project

August 6, 2001

This report highlights the events concerning colonizing activities in the West Bank and Gaza that occurred between the months of May and July. The report describes and evaluates those events and their effects on the Palestinian community. The report also tries to predict the repercussions expected in the future as a result of those events.

For background information on Jerusalem click here. Field workers documented the following violations in the Jerusalem area between the months of May and July 2001:

5.5.2001

The Municipality of Ehud Olmert decided to erect a fence in the northern edge of Atarot industrial zone north of Jerusalem. The fence is going to be 1 kilometer long by 2.5 meters high.
The district committee for planning and construction in Jerusalem ratified a plan to build 300 housing units in the residential quarter of Shabir near the French hill.

7.5 The district committee for planning and construction in Jerusalem ratified a plan to construct 12 residential units on 5 dunums of land owned by Aziz Shehada and Sulieman Hijazi located on the main Jerusalem- Ramallah road in Sheik Jarrah. The land was confiscated with the aim of constructing a bus station. The occupation authorities claim that they inherited this piece of land from the Jordanian municipality which was responsible before the war of 1967.

8.5 Israeli bulldozers demolished a house owned by Abed Talhami in Beit Hanina. The house was 180 m2 and a family of 7 members lived in it. The demolition was carried out under the pretext of unlicensing although an Israeli court was supposed to decide about it on may 25th.

9.5 Jerusalem Minicipality, in cooperation with the Israeli electric company, are digging in the only street leading to 7 Palestinian houses situated on the main road linking between the village of Al- Zu'im and Shu'fat close to the French hill. These encroachments come as part of the Israeli on going policy to dispel Palestinians out of the area.

The Israeli ministry of interior is considering the closure of 11 Palestinian institutions in Jerusalem. These Institutions are: The Orient House, Prisoners' Club, Al- Quds University, House of Commerce, Palestinian Tourist office, Research and Publication Institute, Social Well fare office, Women Affairs Office, Palestinian Center For Micro project Development, Housing Office and Administration of High education.

12.5 Land dealers forged and sold to an Israeli company the ownership of 18 dunums of land in Beit Safafa. The land is owned by a Palestinian man from Beit Safafa who is 69 years old.

14.5 An Israeli settler from Ma'ale Michmas, robbed under gun point a number of sheep belonging to Mahmud Salem from Hizma town north east of Jerusalem. The owner managed to register the car number of the robber settler and gave it to Israeli police. However, no measures have been taken on part of the Israeli police.

15.5 The Israeli ministerial committee for Jerusalem affairs endorsed the construction of the eastern ring road which entails the confiscation of hundreds of dunums of Palestinian owned land and the destruction of many Palestinian houses.

21.5 A new bypass road is under construction to link between the main road near the town of Bido and the settlement of Samuel north of the city of Jerusalem. Consequently, large areas of Palestinian land is now encircled between the new road and the settlement. Land owners fear that their land will be confiscated in the future and annexed to the settlement. A number of old trees were uprooted during work belonging to Abed Rabu Abed Barakat and heirs of Mohammed Yusif.

23.5 Two houses were destroyed in Jerusalem under the pretext of un-licensing; the first is located on Mount Olives and inhabited by 16 people whose owned by Kayed Jaradat and the second in Jabel Al- Mukaber and inhabited by 17 people whose owned by Mohammed Ja'afreh.

30.5 The Israeli occupation authorities seized 18 dunums of Palestinian land in Al- Zu'im village in the eastern edges of Jerusalem as part of the eastern ring road.

The Israeli occupation authorities issued an order to build 493 in Ma'aleh Adumim east of Jerusalem.

2.6 The Israeli ministry of housing ratified the construction of 314 housing units in the settlement of Adem north of the city to be added to already built 500 units.

8.6 Israeli settlers continue to attack Palestinians living in the old city of Jerusalem, especially in Al- Wad quarter, by throwing stones and empty bottles at their houses and properties. Mr. Abu- Izz Al- Yasini was amongst those attacked.

9.6 The Hebrew university intends to build 2000 residential rooms for its students on a total area of 25 dunums near Hayat Regency Hotel in the French hill.

12.6 The Israeli occupation authorities demolished two flats owned by brothers Samih and Faraj Hirbawi in Wadi Qadum quarter. The flats were built over a total area of 270 m2. 15 people used to live in the two flats which were demolished because of their location near a bypass road.

23.6 The Israeli local committee for planning and construction started preparations to confiscate Palestinian land adjacent to the regional police headquarters in Sheik Jarrah and French Hill. The confiscation of the land is going to be part of preparing the infrastructure for the construction of light train railway project supposed to link between the settlement of Bisgat Ze'ev and the police headquarters. 52 dunums adjacent to the main Ramallah- Jerusalem road will be seized for the aforementioned project.

24.6 The planning and engineering Department of the Israeli ministry of housing announced a tender to build 2900 housing units in Jabel Abu- Ghuneim settlement.

27.6 Works are underway to finish the construction of 1.5 kilometers long tunnel under Mount Scopus. The last stage of the project entails building a bridge in the French hill. This tunnel is part of a series of tunnels which aim at linking Israeli settlements around the city of Jerusalem and, at the same time, isolating Palestinian villages in the area. So far, 52 dunums of Palestinian land have been confiscated for this project.

The Israeli occupation government receives offers from Israeli contractors to build 38 housing units in Ma'aleh Adumim settlement.

3.7 For the third running day, Israeli bulldozers continue to devastate hundreds of dunums of Palestinian land belonging to the villages of Al- Ram, Jaba' and Hizma. A new settlement will be built on the confiscated land. The owners of the land have been un able to enter their land since a year.

5.7 Israeli bulldozers demolished a building in Beit Hanina owned by Rasem Abed El-Wahid and Rajeh Hawarin in Tel Al-Ghul. The destroyed building contained two apartments with a total area of 300 m2. Earlier, the two owners applied for a building license and paid 800 NIS fees.

9.7- 25 families from Shu'fat refugee camp received demolition orders of their houses for un-licensing. Some of the threatened houses are owned by Samih Al- Birawi, Jamal and Jalal Faqih, Nadia Alqam, Ihab Dweik, Ahmad Abu-Ghalia and AbdulFattah Al-Fir. The Jerusalem municipality plans to build a park for Bisgat Ze'ev settlement in their places.

10.7- 17 houses out of the aforementioned 25 were destroyed causing the homelessness of 300 people.

12.7- Dozens of fruitful trees of different types were uprooted in Al- Abed area located between Jabel Al- Mukaber and Abu-Dis towns.

15.7- Israeli bulldozers destroyed a 400 meter long road linking between the town of Sur Baher and the village of Dar Salah near Obaideya south east of Jerusalem.

The Occupation Forces (OF) bulldozed 60 dunums east of Beit Hanoun and demolished 37 electrical columns. Also, they uprooted hundreds of citrus trees belonging to Salah, Wahdan, Hamad and Na'im families in addition to demolishing a house owned by Fahmi Salah.

1/5/2001:

The OF excavated 600 dunums in Alfarajin area northeast of Khan Yunis. This excavation lead to the uprooting of 1000 olive and almond trees and other seasonal crops as wheat and lentil. The land belongs to Abu Anza, Alfarra, Abu Shaheen, Tabash, Abu Latifah, Abu Rjailej, Abu Duqqah and Aldughmeh families.

1/5/2001:

The OF fired an agricultural land cultivated with seasonal crops east of Khan Yunis. This lead to the burning of wheat fields belonging to Sulaiman Qudaih.

3/5/2001:

The OF demolished 20 houses while storming Al-Barazil suburb in Rafah. They excavated vast areas of land in addition to demolish 3 chicken farms and electrical transformer. Known of the land owners: Mahmoud Hassan.

3/5/2001:

The OF bulldozed 9 dunums of the land of Sha'ban Mohammad aber Na'im (72 years old) cultivated with citrus and other fruit trees east of Beit Hanoun. The losses are estimated to be about 4,000 Jordanian Dinars (JD).

4/5/2001:

The OF demolished the house of Yahya Zu'rub which is composed of two floors (400 m2) at Zu'rub suburb in Rafah. During the demolishing process, the OF bulldozers excavated 5 dunums of land cultivated with potato, palm and olive in addition to a green house cultivated with cucumbers.

4/5/2001:

The OF bulldozers demolished the house of Asa'd Fahmi Salah (36 years old) located at about 50 m east of the armistice line east of Beit Hanoun. During the demolishing two green houses were devastated. At the same area, the bulldozers continued the devastation of the agricultural land; during the last three days 80 dunums belonging to Zaher Hamad, Salah Murtaja, Attallah Alzuwaidi, Khalil Alzuwaidi, Ghaleb Murtaja, Ahmad Akashah and Sha'ban Naim. The devastation involved the demolishing of a well belongs to Jamil Zuwaidi in addition to demolishing the irrigation networks and electrical columns.

7/5/2001:

The OF excavated tens of dunums from the agricultural land east of Beit Hanoun and belong to Murtaja, Aldaour, Alyaziji, Aukasha. Nine dunums belong to Sa'id Fahmi Abu Eid cultivated with citrus and grapes, five dunums cultivated with citrus in addition to a green house belong to Zaher Hamad and five dunums cultivated with citrus belong to Fahmi Abu Eid were bulldozed.

8/5/2001:

The OF bulldozed 200 dunums of cultivated land with fruitful trees and seasonal crops at Khuza'a east of Khan Yunis. The number of uprooted trees was 1500 of almond, fig, grape belonging to Abu Rmaileh, Alnajjar, Abu Jami' and Abu Rok families.

10/5/2001:

The OF shelling lead to setting fire to dozens of dunums cultivated with wheat and barely at Khuza' area in Khan Yunis. The cultivated land belongs to Tareq Abu Duqqah. The OF prevented fire extinguishers from reaching the place by firing the cars with live ammunition.

10/5/2001:

The OF bulldozers supported with tanks excavated vast areas and uprooted several fruitful trees at the Palestinian National authority controlled area east of Jabalya. The bulldozed land belongs to Alnajjar and Junaid families.

The OF bulldozers excavated 70 dunums cultivated with citrus and olive groves north of Beit Hanoun. This land belongs to Ragheb Abed Alrahman Murtaja and Saqer Mohammad Daour (60 dunums).

The OF took over the ceiling of Ministry of Housing two buildings located north of Khan Yunis to establish a control and monitoring point equipped with night watching instruments and heavy rifles.

The OF, during a storming process of Alsalam suburb in Rafah, demolished two houses belong to Ahmad Hamdan Alshaer which is composed of one floor and houses 9 people, and Fathi Alshaer which is under construction.

The OF expelled the family of Khalaf Hamdan Salman Hajjaj from its house composed of three floors at Alqararah (Gaza). The OF took over the second and third floor three months ago.

The OF took over the diary factory belonging to Farmers Union and located south of Deir Albalh and close to Kfar Darum settlement. They transformed it a fortified military point. The losses are estimated at about 40,000 Shekels and the loss of 40 jobs

The OF fired with live bullets the farmer Abed Allatif Abu Midyan (38 years old) during cultivating his land near Nitsarim settlement.

The OF bulldozed agricultural land and minor road near Moraj settlement at Qizan Alnajjar south of Khan Yunis. The devastated land belongs to Hamed Alnajjar. The OF also prevented farmers from cultivating their potato and wheat product by firing live bullets on them.

22/5/2001:

The occupation airplanes shelled and destroyed the iron factory. Eight houses and Subhi Abu Kharsh School near the factory were severely affected. This factory, which is located at Yafa street (Gaza), is owned by Sa'di Ibrahim Ala'shi. The houses belong to: Nabeel Yusef Alzaharneh (3 floors), Sa'd Hassan Radwan (3 floors), Hatem Kamal Salameh, Adeeb Mohammad Alshurafa, Ibrahim Mohammad Alshurafa, Khaled Abed Alhadi Abu Sharar and Neyef Aldubah. Aldurmaleh marble factory was also harmed.

23/5/2001:

The OF devastated vast areas at Qizan Alnajjar south of Khan Yunis for the purpose of establishing isolated buffering zones and constructing a new bypass road linking the Moraj settlement with Gush Qattif settlements group. The devastated land belong to Abed Raboo Abu Duqqah and Awad Deher.

23/5/2001:

The OF penetrated to about 150 m east of Alqararah; they bulldozed vast area in addition to devastating the valley surrounding the area. Also the bulldozers devastated vast areas cultivated with lemon and olive near Almuntar entrance east of Gaza. The devastated land belong to Alma'ni and Albatniji families in addition to taking over the house of Abu Shkaif family near Nitsarim settlement.

23/5/2001:

The OA, in the context of creating more fortification and protection, warned orally the house owners near the Nitsarim settlement of destroying their houses claiming that fire is released from there. This warning involved 15 houses. It is worth mentioning that 11 houses were taken over and transformed to military sites.

24/5/2001:

The OF bulldozers accompanied with tanks moved toward the south of industrial zone at Almintar (Gaza) and east of Almaghazi and Alqararah. They devastated vast areas of agricultural land.

The OF bulldozers devastated large area at Alsheikh Ijleen (Gaza) which lead to the uprooting of more than 600 grape and fig trees. Known of the owners: Matar Shamlakh and Maher Nabhan who paid 4,500 JD for costs of cultivating his land.

Al- Midan lgal center confirmed that Israel had destroyed 81 water wells in gaza governorates during Al- Aqsa Intifada.

The OF continue to devastate agricultural land east of the settlement of Kfar Darum which was set-up on Deir Al- Balah land. 80 dunums owned by the families of Al- Ma'ani and Al- Azaiza were leveled.

The OF dug a 10- meter deep and 3 kilometers long water moat along the border line between Rafah and Sinai desert. The OF claim that the tunnel was dug -up put an end to smuggling attempts by Palestinians.

The Of excavated the remains of a military post related to the Palestinian national forces near Brazil camp on the Palestinian- Egyptian borders. The back wall of Al- Nur mosque was destroyed during the operation. Moreover, two houses were partially destroyed.

8/6/2001:

The Of continue to excavate dozens of dunums of agricultural land located in the vicinity of Nitsarim settlement. The land under attack is owned by people from Al- Mighraqa area.

8/6/2001:

Settlers of Kfar Darum erected a barbed wire fence around pieces of land devastated earlier as a preliminary step towards total confiscation. The owners of the land who are affiliated to the families of Bashir, Agha, and Ja'farawi believe that the land will eventually be annexed to the settlement.

The Of started to build a barbed wire fence between the settlements of Dogeit and Ele Sinai west of Beit Lahiya. The fence is going to be 500 meter long and 2 meter high. Once finished, it will isolate 45 families (200 members) from surrounding areas.

18/6/2001:

The Of started to bulldoze large areas of Palestinian land along the northern green line, east of Beit Hanon with the aim of building a security strip at the width of 40 meters.

19/6/2001:

The OF continue to bulldoze 8 dunums of land east of Muraj settlement near Rafah uprooting 200 olive and citrus trees. The attacked land is owned by Mr. Marwan Abu-Khdeir.

20/6/2001:

The Of bulldozed 20 dunums of land east of Al- Matahen junction in Al- Qarara area (Khan Yunis). A military post was established there.

20/6/2001:

The Of encircled a piece of land confiscated one month ago with an electric fence. The land is located to the east of Deir Al- Balah and close to Kfar Draum settlement.

21/6/2001:

The OF began a wide scale devastation process against dozens of dunums of Palestinian land cultivated with forests and almond trees. The land is located in Al- Sifa area, north west of Beit Lahiya.

22/6/2001:

The Of attacked two fishermen and confiscated their valid fishing permits. The fishermen, Mohammed and Abdulallah Khalil Najar (53 and 40 years old respectively) were fishing in the designated area when the attack happened.

22/6/2001:

3 new caravans were erected in the vicinity of Ele Sinai settlement. Apart from this, many new caravans were brought within the border of the settlement. Ele Sinai was established in 1983 over 478 dunums. Nowadays, 300 settlers live there.

23/6/2001:

The Of demolished the house of Mr. Abdullah Handel Mutawi' from Al- Mighraqa area south of Gaza. The demolished house consisted of four rooms.

24/6/2001:

During a night operation, the OF attacked and destroyed 20 houses along the borders with Egypt opposite Rafah refugee camp. The OF entered the Palestinian controlled areas (zone A) at the depth of 100 meters, destroying the 20 houses and dismissing all inhabitants. Many Palestinians were wounded in the Israeli attack.

24/6/2001:

The OF destroyed three houses in Al- Mughraqa area near the settlement of Nitsarim. The Israeli soldiers didn't allow occupants to evacuate their belongings prior to the demolition.

25/6/2001:

The OF continue to devastate large areas of agricultural land in Al-Mughraqa area south of Gaza. The land is located on both sides of the road which links between Al- Mughraqa mosque and the train station close to Shuhada junction. It is owned by the families of Kharti and Abu- Jiza. Several green houses have been destroyed.

25/6/2001:

The Of went on to establish new military posts inside the PNA controlled areas. In this regard, 5 dunums of Palestinian land were confiscated for the construction of a military post behind the College of Education facing Nitsarim settlement. 3 other military positions were set-up on Abu Al- Ajin and Al- Muntar roads.

25/6/2001:

Settlers of Ele Sinai started to enlarge the settlement towards the sea side by adding 10 dunums of Palestinian owned land which were used as a base for the construction of new residential units.

26/6/2001:

The OF seized hundreds of dunums of Palestinian owned land near the settlement of Muraj south of the Strip. The seized land was encircled with barbed wires.

26/6/2001:

The OF continue devastating large areas of land along the border line east of Qarara on the Egyptian borders.

Israeli settlers stole six electric poles from Al- Mawasi area and took them to nearby Neve Dikalim settlement.

27/6/2001:

The Of started to bulldoze 30 dunums cultivated with vegs. In Al- Sifa area north of Gaza. The land is owned by Ahmad Abu- Halima, Mahmud Abu- Halima and Khamis Abu- Halima.

For the fifth consecutive day, the OF continue to destroy Palestinian fields and groves in the vicinity of Dogheit settlement near Beit Lahiya.

The Of started establishing a military post near Al- Muntar cross point east of Gaza city.

6/7/2001:

The OF established a new military post near the truce line east of Farajin in Abasan Al- Kabira (Khan Yunis).

8/7/2001:

The OF destroyed the electric meters of the power lines located at the eastern borders of Rafah.

10/7/2001:

The OF destroyed 20 homes in block 5 in Rafah city. As A result, 300 people were made homeless.

14/6/2001:

The OF continue bulldozing dozens of dunums of land and uprooting hundreds of forest trees in al- Safra area near Beit Lahiya.

18/7/2001:

The OF started to dig a tunnel along the green line and close to Khan Yunis.

19/7/2001:

The OF destroyed 14 wells in Beit Lahiya which were used to irrigate 180 dunums of citrus trees, 36 dunums of fruits and 120 dunums of vegs. 13 other wells were destroyed in the area of Abu- Holi (Beit Lahiya) and 64 irrigation systems were also destroyed in Al- Shoka area (Deir al- Balah).

20/7/2001:

The OF bulldozed large areas in the vicinity of Nahal Oz junction east of Gaza city uprooting hundreds of fruitful trees.

22/7/2001:

The OF started to prepare a 1500 meter long road to link between the sea side road and the settlement of Dogheit near Beit Lahiya.

25/7/2001:

Under the protection of the OF, Israeli settlers continue to destroy agricultural land and agricultural equipment in Rafah. In this context, dozens of fruitful trees, a well and two spraying machines were destroyed.

26/7/2001:

Big numbers of Israeli border guards and settlers entered the PNA controlled areas in Rafah destroying a Palestinian security post at the western road between Khan Yunis and Rafah.

26/7/2001:

A report issued by the International Press Center said that a big increase occurred on the number of Israeli settlements during the reign of the current Israeli government. It added that the number increased from 194 to 220 settlements.

27/7/2001:

The OF bulldozed land and fruitful trees near Nahal Oz junction east of Gaza City.

27/7/2001:

The OF occupied the house of Al-Satri family in Rafah in which 20 people live and turned it to a military post. A water well was destroyed in the area.
